The apparent brain/neural expression in this specimen is probably due to reagent trapping as the authors mention this problem in the legend of Figure 3, in reference to other samples. All samples in this paper show this problem to varying degrees. Fig4C is a section taken from the embryo shown in Fig4A at the level of the forelimb.
